There is no prohibition in either particular law or universal law against the celebration of any sacrament in the Roman Rite in any parish, chapel or oratory of his diocese, Lake Charles Bishop Glen Provost, Louisiana, writes in a decree (below). In his diocese, every priest can use the Roman Rite if he knows how to celebrate it and has a “basic knowledge” of Latin. Existing Roman Mass groups may continue as before and are dispensed from TC’s rule that parish churches must be avoided. In an accompanying letter, Provost explains that he is unaware of anyone in the Roman Rite communities expressing opposition to Vatican II, much less denying its legitimacy. Therefore, he writes that he would be “grossly negligent, if not callous, to implement any restrictive law.” The bishop is aware of the needs of the people like illnesses, psychological problems, financial difficulties, unemployment or estrangement in marriage. In TC 1, Francis claims that the Novus Ordo is the only form ("unique expression") of the Roman Rite but Mutsaerts calls this strange because Francis himself has promoted the missal of the Ordinariate for Former Anglicans which is a part of the Roman Rite. Therefore, Mutsaerts asks whether TC 1 abolishes this missal. Further, only in 2020, Francis approved a number of new prefaces for the Old Mass, thus confirming that the Old Mass belongs to the Roman Rite. Mutsaerts concludes that the bishops have to choose between being custodians of the Tradition or obeying Francis and thereby destroying the Tradition.
